[higgins-dev] Are you using BCEL

Eclipse legal is asking us to double check if we are using BCEL.jar.  Many
folks in other projects that use Xalan or Xerces also use BCEL. 
 
Currently it is not on the Higgins third party dependency list. If you need
it, speak up quickly.
