Now that we've switched over to the Higgins configuration code, it appears that our Jaxen dependency is now gone.  Currently, I only use DOM4j to stream out our OWL ontology for the JNDI CP and that test runs fine without Jaxen around.

Our request to use Jaxen 1.1 has been rejected by Eclipse Legal.  See below.


Alternatives include: 

 1) Finding someone at this project and getting them to respond to Eclipse
Legal's requests. 
 2) Using something else  (not using dom4j)
 3) Other suggestions...

12:55:44 --- We have completed our review of this package and there are two
issues that are currently impeding our approval of this code:  (1) We need
to confirm that the mechanism by which developers agreed to submit their
code under a BSD style license; and (2) the code includes an article
copyrighted to the Associated Press (/code/xml/nitf.xml) with a notation
that appears to prohibit the re-distribution of the article.  

We have approached the developers and have not been able to get clarity on
these two points.  Removing the article would solve one out of those two
problems but not both.  As a result, we cannot approve this submission at
this point in time.  I will now close this bug.  If new information is
provided on these issues, we will re-open the bug.
