[higgins-dev] Finalizing on Log4j 1.3

Sergei,

 

Because of the backlog of code that needed to be reviewed for Higgins by Eclipse legal, we need to maximize reuse (use versions that have already been approved). Log4J1.2.13 has already been approved.  Please verify that it works or that we can make it work.
