RE: [higgins-dev] Open ID Context Provider: Checked In

Although at first it might seem reasonable that a Higgins component require
but not redistribute, say a GPL, library and that the developer should just
download it themselves, etc. But in many cases, and specifically in the GPL
case that I've chosen, this will lead to an IP licensing conflict in the
resulting work product.
