[higgins-dev] TokenService requires 2 directories?

I've  been playing around with the TokenService and notice that it
uses a second directory configuration besides the context providers.
Is this permanent?  I would think that all data should flow through
the context providers (as I see they support the
add/modify/delete/rename operations).
