I believe the way Mike does it is to use the eclipse web services development framework (org.eclipse.wst) and export a war.
I started working on ant scripts to produce war files because I want to be able to run ant, produce the war files, and drop them into a Tomcat deployment. I plan to continue that effort. It's not done yet.
We started documenting the dependencies here, but need to put that list on the wiki or in a readme.
