RE: [higgins-dev] OID and name uniqueness

Good point. We *had* been assuming "/" subdivision without explicitly saying
so. I've added (crudely) a last bullet at the top of this page
http://wiki.eclipse.org/index.php/ContextRef so as not to loose this
assumption.
