I'm not sure if this is the problem, but I noticed that your OWL file has
<owl:Class> with <owl:Restriction> elements immediately below it.  I note
that I see more often <owl:Class><rdfs:subClassOf><owl:Restriction>
since, IIRC, owl:Restriction defines an anonymous class of its own.
