There is now a place holder JavaDoc page http://wiki.eclipse.org/index.php/JavaDoc
on the Higgins wiki. The page is
linked from http://wiki.eclipse.org/index.php/Higgins_Wiki
Once
you log-in to the wiki there is an upload option in the tool box on the left-hand
side.
