On this page: http://spwiki.editme.com/ContextProvider, the #3 responsibility for an IContext impl is to "Support update and deletion of attributes of contained Digital Subjects as allowed by the context's policy".

It seems like the "context provider" should provide implementations of IContext, IContextFactory, _and_ IDigitalSubject, and that requirement 3 would be a requirement of an IDigitalSubject impl.
