[higgins-dev] Status of Semantic Toolkit

Greetings Higgins.

I noticed in the initial provisioning that higgins has a dependency on IBM's
semantic toolkit. Is this kit (or some part of it) slated to be licensed
under the Eclipse license, or is this a temporary dependency?
