[gmf-dev] Commit rights for Artem Tikhomirov have been expired

modeling.gmp.gmf-tooling Committers,
Michael Golubev has expired the commit rights for Artem Tikhomirov
(atikhomirov).  The reason for this change is:

Lack of the votes blocks the addition of the new committers, so I have to
finally remove Artem from GMF-T committers list. 

I will restart the voting for Ralph then.
