GMF Runtime Updates:

The setActionBars() method in PropertiesBrowserPage assumes the contributor is a
IWorkbenchPart. In fact, GMF clients may reuse PropertiesBrowserPage without
using a contributor that implements IWorkbenchPart.

Fixed this exception.
