Glyn Normington has expired the commit rights for Costin Leau (cleau).  The
reason for this change is:

Costin has moved on to other things and is now inactive. Promoting to
committer emeritus. Thanks Costin for all your contributions in the past
and your recent leadership of Gemini Blueprint!

To honor Costin's contributions to the project, Glyn Normington has
nominated Costin for Committer Emeritus status.
