Given that we have already asked the existing committers if they are interested and received a negative response I think you're the best qualified person for the job right now :-)

Costin will need to be the one to nominate you. He can do so by contacting the EMO (emo@xxxxxxxxxxx).

Thanks to Costin for getting the project up and running, and thanks to you for your willingness to step forward and keep it going.

There have been some recent contributions from the community. I spoke to the main contributor and he would be happy to become a committer but cannot step up to being the Project Lead, which is understandable.
