[gef-dev] GEF4 0.2.0 instead of 0.1.1 for Mars SR1

Hi team, 

as there did not seem to be any objections, I changed our code base to target GEF4 0.2.0 instead of 0.1.1 for Mars SR1. As our bundles used version ranges have been specified in the form „[0.1.0, 0.2.0)“ for the 0.1.0 Mars release, that will prevent that our clients to run into incompatible updates (if they have used the same ranges).

I updated our release record to point to a minor release instead. I did not change the release record from „3.10.1 (Mars SR1)“ to „3.11.0 (Mars SR1)“ and would rather like to preserve the initial label, as no 3.11.0 feature will actually be included in the release (I contacted Wayne to cross-check; if its not ok, we will have to update the release record to refer to 3.11.0, even if no 3.11.0 feature is included, to indicate the minor change of GEF4). According to the changes I scheduled a release review and will ensure all material is available for RC1 (this is a simrel requirement). All incompatible changes applied so far are listed on https://wiki.eclipse.org/GEF/New_and_Noteworthy/3.10.1. If we apply further incompatible changes up to RC1 (no incompatible changes thereafter), we should extend the new and noteworthy documentation accordingly.
