[gef-dev] Consuming contributions - CLA and CoO

Hi team,

because of recent incidents (I am currently preparing  our IP-log for Mars) let me emphasize that a signed CLA alone is not sufficient to accept a contribution via Bugzilla. The contributor also has to properly sign-off the commit (if contributing via GitHub) or has to state compliance to the Eclipse Foundation Certificate of Origin in the bug (if contributing a patch via Bugzilla), as outlined in our GEF Contributor Guide (https://wiki.eclipse.org/GEF/Contributor_Guide#Creating_a_Contribution), which is based on the statements given in the Eclipse Development Resources (https://wiki.eclipse.org/Development_Resources/Contributing_via_Git#Contributing_a_patch), which were confirmed to me by Wayne Beaton (after I asked him if we really need both).

All team members, please make sure that all contributions you handled since the last release review follow this procedure. If you consumed a contribution (see tentative IP log: https://www.eclipse.org/projects/ip_log.php?id=tools.gef) that has not already been approved with the 3.9.0 release (https://projects.eclipse.org/sites/default/files/tools.gef-3.9.0-iplog.pdf) and violates this procedure, please request the missing CLA and/or CoO compliance statement as a follow up.
