P2 will always look for both. It also looks for compositeContent.xml/.jar. The content.xml just happens to be the first one so that's when connection problems like these are revealed.

I'm regenerating the metadata for the site now - seems there's an
obsolete / missing jar from an old  GEF 3.5.0M6 S200903161602 build.
