  Well, may be this is not palette in terms of GEF, but this is what
is used as palette in CBuilder. And it has class TPalette that is on
TPageScroller (according Spy++).
  In reallity, who cares, is it tool bar or not, if it can work as
palette - i.e. it is possible to select tool and use it? AFAIK palette
in GEF can be easily replaced by any other, because it just calls
setActiveTool in edit domain.
