The document is called 'Themes and *Priorities*' which means it can be used to 
find arguments pro/contra something and gives a direction for all projects. 
But it hasn't necessarily something to do with the project plan of a single 
project, e.g. there is no mechanism to force somebody to develop something. 
If there is nobody who stands up and is willing (and able) to do the work, it 
just doesn't happen. :-)
