Flash is free and so are the development tools. Why does it need
to be open source?

I guess I don't understand what common enough complete
enough means? Flash is on 98% of all PCs. As for complete,
what features are lacking that we would need?

Flash is a non-starter IMO.  It's isn't Free or Open Source Software and
there are no common enough -- or complete enough? -- OSS implementations.
