[etrice-dev] process for contributors simplified

Hi developers,

the Eclipse Foundation has simplified the process for contributions.
Previously a contributor had to state that he has authored 100% etc. for every single contribution.

Now a contributor has to file a Contributor License Agreement once (and renew it every three years) to be able to contribute via
Gerrit and Git.
A valid license or comitter status is checked automatically for every commit.
