That version is over 6 years old and was released before Java 8 was even available so it may have issues with running on the oldest supported Java available and I doubt it will work well on anything Java 9+.  While I suspect it should just work for the most part on Java 8 there will be a few things that may cause issues.  For example, resolving the required execution environments.  Also, for Windows Server 2019 we need to add the OS alias for native code matching.  I opened bug https://bugs.eclipse.org/bugs/show_bug.cgi?id=546658 for that.
 
If not clear from the statement above, it is highly recommended you use a recent released version of Equinox.

Can it be installed on windows2019?
