[equinox-dev] Eclipse (4.3) and Equinox Kepler RC4 is available

I happy to announce RC4 is available. It
is anticipated these will be our "final bits" for 
the main Kepler Release on June 26,
but remember there is still some chance that
some blocking regression will be found
that requires a re-spin. So please continue to 
test well and make sure it is ready
for release.
