1,2: I do not think that users will prefer the built-in console if Gogo is available, as long as the Equinox commands are available through Gogo.

I tend to agree especially because Gogo is likely better from a user perspective.

5: in the implementation in the patch proposed in https://bugs.eclipse.org/bugs/show_bug.cgi?id=169603 such logic is added in EclipseStarter. But currently there are concerns this logic not to be built in the framework.

Actually, now that you point it out, we should likely have this discussion on the bug so the information/discussion/decisions are captured there.  I'll respond to the #5 point there...
