This automatically generated message signals that Jeff McAffer has
nominated Neil Bartlett as a Committer on the  component of the
eclipse.incubator project. The reason given is as follows:

Neil has been doing lots of great stuff in the Equinox and OSGi community. 
In particular he has initiated some work on component programming models
with services and extensions.  This is a hot topic especially as we move
into the new work with e4.  Neil is contributing some initial code and is
looking to set up a workarea to investigate further.


The vote is being held via the MyFoundation portal: voters *must* use the
portal for the votes to be properly recorded.  The voting will continue
until either all 25 existing Committers have voted or until they have been
given enough time to vote, even if they do not do so (defined as at least
one week). Neil Bartlett must receive at least three +1s and no -1s for a
successful election.
