The mirroring is being worked on now via the following bug:
Short story: mirroring will start simple (i.e. use Eclipse Foundation
mirroring strategy) with the option to replace with more/better/specific
mirroring strategies. If you are able/willing to contribute to this
work I'm sure it would be most welcome.

1.0 central repository. They wake up in the morning and discover that
the central repository is now at version 1.1. What will they do? If
both of them start downloading stuff from the WAN to go to version
1.1, then - in this scenario - having local mirrors will not help.
