Just to clarify, it cannot go in Orbit
anyway.  Orbit as it currently stands is only for *FULLY* approved
third party libs.  Since Orbit is not an Incubator, it cannot house
this kind of material

The setup for the provisioning work just got simpler because
com.thoughtworks.xstream has just been approved for usage (
http://dev.eclipse.org/ipzilla/show_bug.cgi?id=1471) and I have
consequently released it in CVS.

I have not put this library in Orbit (http://www.eclipse.org/orbit/)
because it is unlikely that we will use this in the final version.
