[equinox-dev] graduating ConfigAdmin

It looks like the Config Admin implementation
currently in the incubator is getting rounded out.  It would be good
to look at graduating it.  To do this, we need some review.  People
like Simon, Tom, BJ would be ideal to look at the code and give their thumbs
up.  Of course, anyone else in the Equinox community is welcome to
review and comment.

Please take a look, open bug reports
as necessary and report back here when you have come to a conclusion regarding
its readiness for graduation.
