The missing bundles are optional in OSGi R4. Equinox is fully
compliant with all compulsory parts of the specification (and almost
all optional parts too).
Note that the Declarative Services and Config Admin bundles, although
marked as "status: red" on that page, are in fact implemented, but not
yet fully production quality. I'm not sure what the status of Wire
Application Container is part of MEG, an additional piece of work on
top of R4 where the specification itself is still in draft.
