Since Pascal agrees, I entered 
        https://bugs.eclipse.org/bugs/show_bug.cgi?id=159119
to request the creation of theproject.  When it is good to go, we
can move the code.  I entered 
        https://bugs.eclipse.org/bugs/show_bug.cgi?id=159122
to track the actual movement... 

Note that releng will likely care about this.

Some time ago we talked about moving the startup.jar code from the org.eclipse.platform
project to some other project since it is now mixed in with various bits
of Platform branding etc.  Perhaps something like org.eclipse.equinox.startup?
 (Avoiding "launcher" is a good thing because the exe is
also the launcher see platform-launcher). 

Thoughts?
