[equinox-dev] Incubator repo moved!

As a result of the Equinox transition
the repo has been moved.  The details are outlined in 
    https://bugs.eclipse.org/bugs/show_bug.cgi?id=110486#c13

The key points are:
- the new location is repo:  dev.eclipse.org/cvsroot/eclipse
   folder:  equinox-incubator
- the old phase2 dir has been renamed
to phase2.old to prevent accidental use.

any problems.
