[equinox-dev] bug priorities

We are currently going through our bug reports and adjusting the priorities
in preparation for the Eclipse 3.0 release. In particular, we are looking
at all the P1 and P2 reports. We are using the following definitions of
priority:

P1 - This is a stop-ship bug. Eclipse 3.0 must wait until this bug is
fixed.
P2 - This is an important bug but will not hold up the release of Eclipse
3.0

This setting of the priorities allows for better cross-component
comparisons.

For developers who were using a priority of P1 to indicate "this is what I
am working on this week", it is recommended that the milestone tag be used.

A reminder to people submitting bug reports that you are free to change the
severity of the report but the priority should be reserved for change by
the developers on the team to help planning.
