Yes.  Basically any stopping, uninstalling or updating of a bundle will not be responded to by the UI.  This is certainly a temporary situation.  The intention is that all of the RCP plugins be able to respond appropriately to plugins going away.  The particularly difficulty here is that the UI is large/complex and never expected to have to do this sort of cleanup.

How about updates to plugins? Does it still count as uninstall + install ?

Just wanted to let people know that the UI team feels it is unlikely they will be able to make the UI fully dynamic aware for 3.0.  In particular, they likely will not be able to correctly handle plugins (extensions) going away.  They expect addition to be fully supported.
