Sorry Ed. That comment was indeed on the wrong url. That part of the email is not automated for RC2 so clearly prone to errors.

EPP was built with the p2 repositories at:

https://download.eclipse.org/releases/2023-03/202303151000/ and
https://download.eclipse.org/technology/epp/packages/2023-03/202303091200/ (which will not be renamed!)

Such renaming seems unnecessary and would only make things like generating and testing a project catalog harder.

But I think (and I assume) you actually meant that this (the downloads link not the repository link) will be renamed to R:

That is exactly what was done in the past:

  https://download.eclipse.org/technology/epp/downloads/release/2022-09/R/
  https://download.eclipse.org/technology/epp/downloads/release/2022-12/R/
