Looks like the Mac EPP packages are not notarised for 4.14. I tried only the committer package from https://ci.eclipse.org/packaging/job/simrel.epp-tycho-build/769/artifact/org.eclipse.epp.packages/archive/20191212-1212_eclipse-committers-2019-12-R-macosx.cocoa.x86_64.dmg and it doesn't open (by default) on macOS 10.15.
