we've got the first release candidate available for testing: EPP 2019-09 RC1

It is available directly from Jenkins at

  https://ci.eclipse.org/packaging/job/simrel.epp-tycho-build/582/artifact/org.eclipse.epp.packages/archive/
 

or from tomorrow on (Friday) from the Eclipse download page in the developer builds section.

The p2 repositories are

  http://download.eclipse.org/staging/2019-09/ and
  http://download.eclipse.org/technology/epp/packages/2019-09/RC1
