Since Friday afternoon the new milestone M3 is available from the standard download page at
 
 
I would suggest to use that instead.

It is available from

  https://ci.eclipse.org/packaging/job/simrel.epp-tycho-build/557/artifact/org.eclipse.epp.packages/archive/

and the p2 repositories are

  http://download.eclipse.org/staging/2019-09/ and
  http://download.eclipse.org/technology/epp/packages/2019-09/M3
