I think in term of process, it's only a matter of getting an informal approval from this mailing-list and then making you a committer (with a formal vote) to do the job efficiently. The commitment is that someone must test the package for each milestone and tell here whether it's good enough to be shared or not, and whether it has some major known issue. The quality level for EPP is up to the tester (there is no requirements so far).

Then technically, it's mostly copy pasting existing modules of the build from a package or another, tweaks to change names, ids, descriptions, contents; and tweaking the common releng files to include the new package on the page and on the web pages. This can be achieved by running a search for, let's say, "rust" on the repo and duplicating every instance and tweaking for "dart".
