with a little delay the 2019-03 RC1 packages are now ready for testing.

The correct build number is

  https://hudson.eclipse.org/packaging/job/simrel.epp-tycho-build/300/artifact/org.eclipse.epp.packages/archive/

and for upgrade testing you can use

  http://download.eclipse.org/technology/epp/packages/2019-03/RC1 and
  http://download.eclipse.org/staging/2019-03
