[epp-dev] Code Recommenders will not make it for 2018-12

Hi fellow package maintainers,
as Marcel announced on cross-project-issues, Code Recommenders will not
make it for 2018-12 and hence withdraw from the simultaneous release,
the reason being that we have a hard time getting everything Java 11
compatible. And we certainly don't want a bad out-of-the-box experience
for EPP users on Java 11.
I hence filed Bug 542689 [1] and created a Gerrit change [2] to remove
the Code Recommenders features from the packages/products that currently
use them: Java, JEE, RCP, Committers.
If no one objects, I will merge the change tomorrow.
