the build with all packages is available at

  https://hudson.eclipse.org/packaging/job/oxygen.epp-tycho-build/400/artifact/org.eclipse.epp.packages/archive/

For updates the following two p2 repositories are required:

  http://download.eclipse.org/technology/epp/packages/oxygen/2.RC2

  http://download.eclipse.org/staging/oxygen/

Because this is already the "RC2", I'd like to publish the packages on the download page.
