[epp-dev] Have to delegate my vote for Oxygen.1 RC4 to a colleague

Hi fellow package maintainers,

just a quick heads up: I won't be able to test the Java EPP package for
Oxygen.1 RC4 myself in time (I will be offline for the next week), so I
would like to delegate the task of testing and voting for it to my
colleague Johannes Dorn (in Cc).

I trust he will test it as thoroughly as I did while at the same
straying from my well-trodden path (which is a good thing, IMHO). But if
anyone (especially Markus, who collects the votes) has a problem with
this, please speak up.
