Re: [epp-dev] Neon.3 RC4 packages

If we're to follow the process to the letter, you should ask your PMC (Tools) to petition the Eclipse Planning Council to decide on the respin.

Since time is short and we need to get this started sooner rather than later, I've short circuited the process a bit and have made the petition to the PC on behalf of the Tools PMC.

Correct me if I'm wrong, but I just want to confirm

- that you don't need any changes in the Neon.3 p2 repository or update any contributions to this p2 repository
- that the only change required is reverting https://git.eclipse.org/r/#/c/85577/ in the EPP Git repository?

If this is true, I'd recommend to make the required changes in the EPP Git repository and start a full rebuild of all packages. At this point in time it's always the safest way (and because it is RC4 and we are not publishing them today on the download page I'm relatively relaxed).
