[epp-dev] Neon.3 RC1 warm-up build

Dear Package Maintainers,

after updating all the configuration files for Neon.3 and the new (copyright) year 2017, I've been running a successful build of the Neon.3 RC1 packages:

  https://hudson.eclipse.org/packaging/job/neon.epp-tycho-build/545/artifact/org.eclipse.epp.packages/archive/

p2 repositories for updates are

  http://download.eclipse.org/technology/epp/packages/neon/SR3-RC1 and
  http://download.eclipse.org/staging/neon/

As always, this "RC1" is meant as a warm-up build that won't be published on the download page, but demonstrates that the build and the changes for this new release are in a good shape. Nevertheless it is important to test the packages early... ;-)
