Is there any way to get a list of incubating projects? I don’t see anything on the projects.eclipse.org page.

Other than e4, there are no plugins with versions < 1.0, so it seems we’re ok.

I can describe what I am doing...

First of all, before adding anything new to the package I make sure that new content is from a project that is out of Incubation Phase.
But even then it is possible that there is something, a bundle or a feature, pulled into the package that has its origin in a project in Incubation Phase. To check this I'm going though the list of features and bundles and look for anything suspicious. Suspicious is the string "incubation" in a Bundle-Name, or sometimes a version number <1.0 of an org.eclipse.* artifact.
