Yes, I installed everything that was categorized and that could be
installed for my target environment. I thought features that are
categorized were supposed to be things that users can install in
their IDE? Should RAP be uncategorized? In fact, it feels like
"EclipseRT Target Platform Components" should not be visible.
Perhaps we could discuss this further in bug 457287.
BTW, if I do leave out RAP then it works. So it looks like it's the
correct behavior.

I tried the CPP package
then tried to install everything from the simrel update
site. To be sure, I checked "Show only software applicable
to target environment". I get this error:
