[epp-dev] Proposal: Adding org.eclipse.epp.logging module

Greetings EPP Package Maintainers and Committers,

The error reporting is part of all EPP packages now. The code is currently hosted in the Code Recommenders project. However, it’s not specific to Code Recommenders and as such, IMHO, it would make sense to move the code EPP.

I'd also like to contribute a couple of logging modules for Eclipse which could unify the logging framework technologies used in the Eclipse IDE. These ideas were developed as part of last year’s GSOC and I think make sense to host the code at EPP as well.
