Parallel has no incubating components...
Linuxtools was our only incubating one in the past, and it's graduated long ago...
(Hope that was clear from previous post but wanted to make sure)

SWTChart is not an Eclipse.org project and so AFAICT cannot be in 
incubation status.  This is a binary jar from Orbit that is brought in 
by Linux Tools.  It went through proper CQ process.
