Yes, I assume that there is a complete p2 repository missing.

During our SRx-RCy build phase, we cannot find the test-content in the standard Juno repository at http://download.eclipse.org/releases/juno/. In order to test any upgrades, you need to specify both p2 repositories:

EPP:
http://build.eclipse.org/technology/epp/epp_build/juno/download/20130116-1805/repository/

Juno Maintenance build repository:
http://download.eclipse.org/releases/maintenance/
